One who is worshipped by the demi-gods like Brahma, Rudra
One who has this universe as a physical body and the indweller of all beings (as an atma)
One who has the authority to grant Moksha
is Bhagavan.
One who possesses the six qualities of Gnana, Bala, Isvarya, Veera, Sakti, and Tejas is considered as Bhagavan.
