Is reciting Thiruppalliyezuchi and Thiruppavai during daily worship of the Lord considered a command or desire?  

Daily worship is a Command (Agnya Kainkaryam). Chanting the Thiruppavai is also part of this command. Even if one cannot recite wholly, chanting the final two verses is customary.
