Those who observe a complete fast (Purna Upavasam) on Ekadashi should not consume Tulsi. They should only take the Perumal Theertham (sacred water) and remain on a full fast. However, for those who consume some light food (Phalaharam), there is no fault in consuming Tulsi. (Questions & Answers)
