One can pluck Tulasi on Ekadashi; however, I have heard from some elders that if the Dvadashi Tithi begins on the same day as Ekadashi, one should not pluck it due to “Tithi Preethi”. Those who observe the Ekadashi fast should take Perumal Theertham only once and should not consume Tulasi.
